Discharging bulk cargoes (sugar, zinc/lead concentrate) at Tuapse port
The
procedure of discharging this cargo is almost the same like at Novorossiysk. The
cargo is discharged into r. w. wagons by means of grabs, which are not also
maintained well. The discharging is performed rather carelessly what results in
considerable cargo spillage on the pier, vessel’s deck and in the seawater. In
the course of discharging the cargo is re-weighed on port’s scale for
ascertaining the quantity of discharged cargo. On completion of discharging
operations Statement-Notice and General-Statement are issued by Port Authority
on the ground of the results of the cargo re-weighing, these official documents
indicate the quantity of cargo accepted by the port/cargo receivers. It
is to be noted that at times of strict control over the bulk cargo discharging
procedure the average annual loss of bulk cargo amounted to 0,35%. For the last
few years this figure has increased up to 0,58%, in some cases the shortage
achieving 1,3 %. For your information the
static scales not requiring disconnection of r. w. wagons indicate the quantity
of the cargo always with a tendency to decreasing of the actual quantity
delivered under a Bill of Lading (we assume, due to human factor). For big
shipments of bulk cargoes their shortage may amount up to 300 mt for every
vessel. We
are of the opinion that, for protection of shipowner’s interests it’s
necessary to appoint a surveyor for conducting initial/final draft survey, empty
holds inspection after completion of discharging, and rendering assistance to
the Master in proper clausing the Statement-Notice. This
volume of precautions will give chance to the Owner to reject shortage claims
proving that all the quantity loaded has been delivered and discharged. The
